JERSEY CITY, NJ – A major breakthrough in a December homicide case has unfolded as authorities arrested a Jersey City man in connection with the fatal shooting of Dushawn Bell, 34, of Elizabeth. After nearly two months on the run, Zafarri Francis, 26, was captured in Florida on January 29 by the United States Marshals Service Florida Fugitive Task Force, Hudson County Prosecutor Esther Suarez announced.
