INDIANAPOLIS – An 18-year-old man has been arrested in connection with a fatal shooting that took place in November 2024 on the east side of Indianapolis.
According to the Indianapolis Metropolitan Police Department (IMPD), homicide detectives took Stanley Proctor Jr. into custody on Monday. His arrest follows the November 8, 2024, killing of 26-year-old Frederick Martin III, who was shot in a liquor store parking lot on North Arlington Avenue.
Court documents reveal that Martin III was sitting in the front passenger seat of a black Chevrolet Malibu when a suspect entered the vehicle. Witnesses recall that “words were exchanged” before one of the suspects opened fire from the driver’s seat, fatally shooting Martin III.
Detectives recovered multiple 9 mm and .40 caliber shell casings at the scene, along with two cell phones near Martin’s body. Surveillance footage from nearby homes captured a blue 2011 Ford Fusion arriving at Webster Street just before the shooting. Two individuals were seen exiting the vehicle and later fleeing the scene after the gunfire.
One of the suspects walked with a noticeable limp, a key detail that helped detectives track down the assailants.
Forensic data from Martin III’s phone revealed text exchanges with Proctor Jr. about meeting up for a firearm exchange. Witnesses later confirmed that the two men regularly met outside the liquor store to trade weapons.
Detectives traced Proctor Jr.’s cellphone location to the crime scene between 8:30 and 8:33 p.m. on November 8. By 8:38 p.m., cell tower data indicated that Proctor’s phone had left the area.
After weeks of searching, authorities finally tracked Proctor Jr. to a residence in Greenwood, Indiana. On February 24, 2025, after negotiations, he peacefully surrendered to police.
Proctor Jr. is currently in custody, and the Marion County Prosecutor’s Office will determine the final charges against him.
