A sudden U.S. funding freeze has brought critical mine clearance operations to a halt in Afghanistan and 11 other countries, raising alarm over the potential consequences for war-torn regions still plagued by deadly unexploded ordnance.

The Norwegian People’s Aid (NPA), a key organization in global demining efforts, announced that it has suspended all U.S.-funded mine clearance activities following an executive order by President Trump to pause all foreign assistance for an 85-day review period.

The U.S. Department of State directed NPA to immediately halt all demining and disarmament efforts funded by American grants. The suspension impacts operations in Afghanistan, Angola, Cambodia, Iraq, Kosovo, Laos, Palau, Peru, Tajikistan, Ukraine, Vietnam, and Yemen.

Severe Consequences for War-Affected Regions

NPA, which received approximately $41 million in U.S. government funding in 2024, warned that the sudden halt in funding could have devastating effects, particularly in Afghanistan, where decades of war have left the country littered with landmines and explosive remnants.

In 2023 alone, nearly 7,000 people worldwide were killed or injured by landmines and cluster munitions, according to NPA.

Some countries, including Iraq, Palau, and Tajikistan, have already seen their mine clearance programs completely shut down due to the freeze. Without grant extensions, some contracts are being terminated, though affected staff will continue receiving salaries during their notice period.

Uncertainty and Hope for a Resolution

NPA remains in active discussions with U.S. officials, hoping to resume operations once the review period ends.

“We regret having to issue termination notices to our competent and motivated staff,” NPA stated, adding that it is working to minimize disruptions and support employees.
